H&D Fanatic Forum
A moderately busy forum, it is about the only the only thing alive and changing on the Fanatic... it's moderator (and webmaster of H&D Fanatic) was involved in a major accident on January 2nd (read more here). As a result it is no longer moderated. :(

TacticalPlanet H&D Forum
This forum is occasionally frequented by very high up people—such as programmers at Illusion Softworks etc. Not a busy forum by far, but when your really stuck, this might be just the place.

TacticalPlanet H&D2 Forum
A place many great ideas have been expressed in regard to the new H&D under development, and what would make it possibly the greatest game ever. I do not know if anyone at Illusion has been assigned the massive task of reading this forum, but guessing by the H&D forum (read above), your ideas just might be read by someone with clout!
